By-Laws
The
below Bylaws supercede all other rules and policies used to govern the game. The
Bylaws are intended to clarify ambiguous rules set by
USA
INLINE and the International Dekhockey association. Each session the Bylaws can
be updated to help clarify rules. If you have suggestions please feel free to
discuss any changes with management.

UNSPORTSMANLIKE
CONDUCT – ZERO TOLERANCE -
At
no time during the game will a player or coach insult, criticize, talk load or
try to embarrass a referee on a non call or call. Having the Captain come up to
the ref and ask for clarification in a calm polite manner is the only way. This
goes both ways and the refs will be trained as not to try and embarrass the
player by yelling or using derogative words to explain the situation. The
failure of the player to talk this way after a call will result in a minor or
misconduct penalty, depending on the words and said during the episode. This
type of talk can also be considered ref abuse, which carries a minimum
1
game suspension. Instead of serving the suspension the player may volunteer and
ref a game.
Section I –
Equipment Required
A.
Similar colored shirt with at
least a non taped on number
B.
Helmet – Ice, street or hockey
approved. Chin strapped is recommended, and if the
helmet falls off of a player more than once who
is not using the chin strap, a minor penalty will be called.
C.
Gloves of any type
D.
Shin Pads – street, ice or
roller hockey approved
E.
Sticks – Any street or ice
hockey stick
F.
Elbow pads (Optional)
- any street or ice hockey approved.
If
anyone is found not to have the above, the Ref will ask the player to leave the
Dek. It is not up to the opposing team to notify the ref
Of
improper equipment, nor will a delay of game penalty be assessed if you
challenge a player. The challenge and possible delay of game is for challenging
an illegal curve on a stick.
If
any of the above
equipment falls off during play, play may continue and the player need not try
to pick up the equipment, except the helmet of a non-goalie player.
If the helmet/cage of a
goalie falls off during play, a whistle will be blown if play is inside the
goalies defensive end. Otherwise, the goalie must make an attempt to put his
cage on immediately after falling off, or a whistle will be blown.
Section II –
Fundamental Game Rules
A.
All play will be governed by the
National Dekhockey
Association/International
Street hockey rule book and USA HOCKEY INLINE.
B.
Again, All By-laws will
supercede any rules in the rule book.
C.
Games will be three 10 minute
periods or two 17 minute periods stop time.
One 3 minute sudden death.
D.
In, penalties are as follows:
Roller hockey
1. Minors

E. A 10 minute overtime will be played during playoff games.
F. Each team will be given one 30 second time-out per game.
Section III –
Rosters NEW
CHANGES
It is the mission of EDP
to have fair and competitive leagues. Means of measuring this is to have league
average scoring differential under 3 for the entire season. Captains must have
an understanding of their teams overall strength when all players listed on the
roster show up.
Dek
Hockey teams may have up to 18 players on the roster – set by the 4th game of
the season. All subs must be listed.
Roller
Hockey teams may have up to 12 players on the roster
Set by the 4th week of the season. All subs must
be listed
All
rosters must be pre-approved by the league Captains prior to the start of the
season. Any team determined by vote of the captains
Must move up a division for playoffs or adjust players.
Players
added or who play after the 4th week without approval will result in a 1 game
suspension served by the team Captain.
Players can be added under
special circumstances after the
4th week, with management and league captains approval.
The purpose of this rule is to avoid the league from becoming
An hour of stick time.
A.
Any team may start a game with a
minimum number of players
Dek - 3 players and a goalie
or 4 players.
Roller - 2 players and a
goalie or 3 players.
If a penalty is called, the game would end
in a forfeit due to
Not having the minimum player requirement on the surface.
B.
Any team may have a non-rostered
goaltender play for them with the opposing team’s permission in a regular
season game only.
This rule does not apply to playoff games unless prior
Arrangements, at the
beginning of the season, were made,
Or
the opposing team’s captain approves the goalie replacement. It is in the
spirit of the rule to try and play the game versus a forfeit. However, we also
understand
Part
of being a champion is commitment, and showing up
For
each game over the course of the season.
We do understand there can be times when players just cannot make the
game. Some common sense as well as an understanding between the teams Captains,
and there is no intent to replace the current goal with a goalie that may be
better.
C.
If a player is found to be
playing illegally on any team, (illegally means: with intent to deceive the
league) the team will forfeit the game; if it is determined there was intent to
impersonate a player, both players in question will be suspended with loss of
registration fee. EDP has the right
to determine any player’s eligibility at any time.
All players must have some form of picture ID available at all times.
D.
A player must play in 4 games to
be eligible for playoffs, and must be on the roster prior to the 4th
game of the season. Any player added under special circumstances can be approved
to play in the playoffs without the 4 games with approval from the sub-committee
and leagues Captains.
E.
Under special circumstances,
players may be added to the roster of a team in a division after the deadline.
A sub-committee of Referees and Management will rule if the player added
will greatly affect the team. It
must first be determined a special circumstance does exist.
Examples of special circumstances are:
Players not showing up for games
Injury to player
Team out of playoff contention
New player to league
Section IV – Playing Rules
(PLEASE HELP US KEEP THE RINK ON SCHEDULE)
A.
A 5 goal lead by a team entering
the 3rd period or the 12 minute mark of the 2nd half in
roller hockey, will result in
Running
time; stopping for the posting of penalties only.
B.
A 10 goal lead by a team will
result in running time
Immediately.
In case A. and B. if the lead is reduced to 4,
Stop
time will resume. The above rule includes playoffs.
C.
A 3 minute sudden death overtime
will be played during
Regular season games: 10 minute overtime for playoffs.
D.
Each captain will
provide 3 game balls/2 Pucks prior to start of each game.
E.
There will be a 5
minute warm up period between games.
With 1 minute remaining on
the clock during the 5 minute warm-up period all the players must begin to pick
up there bags on the floor and any warm up balls. Warming up of the goalie will
end. Any player on a team that continues to take practice shots after the
referee asks the players to pick up the balls will receive a delay of game
penalty. If at the end of the warm up period the teams and the players are not
ready, the following will take place:
a.
If both teams are teams not ready, the clock will begin to run.
b.
If one team is late and does not have the minimum number of players,
a forfeit will result or if agreed upon by the opposing captain, the time will
be adjusted for a legal game.
F.
Coincidental-incidental
minor penalties will result in 5 on 5
Play.
(Penalties occurring on the same opposing players,
Regardless of time of infraction.) If both players receive
co-incidental double minor penalties, play will be 4 on 4.
G.
Any goalie throwing the ball or
puck (to a player more than 10 feet away in a straight line up the center of the
rink) will result in a whistle.
H.
Any player grasping
the ball will result in a team warning for the 1st offense. Face-off
is deep like an icing call. If the ball gets stuck in a glove, like a hockey
glove, grasping will be called. The teams 2nd offense will result in
a monor penalty.
The Player must learn to bat the Ball down.
I.
A shot on goal while a team is
off-side will result in intentional
Off-sides,
with face-off going deep.
J.
NEW: A team will not be considered offside if the team with
possession of the ball brings it back into their defensive zone
During a delayed offside call. The team that is offside no longer has
to go back to tag up.
Section V – Penalties or Whistles
A.
In the crease, any offensive
player who enters the crease of
The
opposing team while his team has possession inside the offensive zone will cause
a whistle, with the face off outside the zone.
B.
Any 3 penalties will result in
player leaving the game. On 3rd
penalty someone must serve the penalty.
Note:
You can have 1 major and 1 minor and still play.
C.
Any major or match penalty with
intent in the 3rd periods of a
Game
will also result in an automatic one game suspension.
Note:
Any major penalty must be served by a player.
If a
Player
receives a misconduct and game misconduct, the
Misconduct
does not have to be served by a player.
D.
Any goalie shooting
the ball out of play over the glass inside his own end (center Dek) will result
in a minor
Penalty.
Over the boards where there is not glass and player
Benches
will not count. CHANGED
E.
A whistle will result (face off
center ice) if the goalie is not
Within
5 feet of players bench when adding an extra
Attacker.
F.
Any high stick,
regardless if done accidentally or not, will be a minor penalty.
Any stick used to draw blood, accidental or not, at the discretion of the
ref, will result in a double minor, major, or game misconduct. IT DEPENDS ON THE
SITUATION.
CHANGED
Note:
A player is responsible for his stick at all times, even in the act of shooting
and when his stick is below his shoulder.
We
encourage players not to run into players who are in the act of shooting, so as
to avoid a possible injury by stick.
G.
Any player sliding on
the DEK and taking out a player, even if during the sliding takes out the ball,
will
Result in a minor tripping penalty. We are trying to protect
players from having their legs taken out by players who slide.
Sliding to block shots is fine, just do not make contact with other
players.
H.
Failure to go directly to the
penalty box will result in an
Additional
minor penalty.
I.
Breaking, throwing
and slamming your stick anywhere on the DEK will Result in an unsportsmanlike,
minor or Misconduct penalty, based on the referee’s discretion.
Section VI – Altercations, Fights, Suspensions
Below are definitions of
what we at EDP considers; Roughing altercations and fights: Please note any
suspensions, or banning from the league is a loss of league fee.
WE WILL NOT GIVE REFUNDS OR CREDIT FOR THIS TYPE OF BEHAVIOR.
The below can occur on or
off the Dek, or anywhere on Dek property.
The same results will be
in effect.
R1
Dropping of gloves, or one or two light swings of the hand
or
hands rubbed in the face of the opposing player. If
this R1 occurs in 3rd
period, it will result in a game misconduct for players involved.
F1
Swinging of the hands, 1 or 2 punches thrown;
Punches
that make contact or attempted punches thrown that do not make contact will
result in 1 game suspension. If the F1 occurred in the 3rd period
possibly 2 game suspension, based on player’s history.
F3
any of the above along with heavy punches that make
Contact,
with no intention of breaking up will result in automatic 3 game suspension or
more.
Any players repeating the
above will have suspensions doubled or be suspended for the season or life. We
understand tempers can get heated, but fighting will only make things worse.
Any altercation will
automatically result in game misconducts to all players involved.
Only in a F1 or F3 can
someone be considered for 3rd man in.
Third man in results in game misconduct, plus a game suspension.
Leaving bench during an
A1, F2 or F3 will result in – game misconduct.
Altercation Procedures
All players must proceed
to the other side of the blue line, with the exception of the goalie, who must
remain in the crease.
Anyone not in the
opposite zone is subject to a minor penalty.
During an altercation or
fight, goalies can not leave the crease or they will also receive a minor
penalty. Only exception to this rule
is if the altercation or fight occurs in the crease.
The goalie must then proceed to the opposite zone.
Section VII – Referee, Rink Staff and Fan Abuse
Defiance
of the following will result in immediate and
permanent expulsion and loss of registration fee:
A. Use or possession of
drugs in or on the premises.
B. Any abuse or damage to
interior or exterior of premises.
C.
Fighting, load yelling in front
of spectators with any referee, staff member or fan inside or outside of the
building will result in a review board to determine the penalty/suspension.
D.
Any abuse or profanity toward the personnel during or after a game, will result
in a suspension determined by a review board,
E.
Any illegal parking, unnecessary horn blowing or loud radios
In
the parking lot.
F. NO spectator may be
allowed on the player’s bench or playing
Surface at any time. Each
team captain is responsible for any
Unauthorized person in either of these areas, and will be
Given a bench minor penalty if it occurs.
G.
Each captain or coach is responsible for his or her teams
Individuals’ and spectators’ conduct, before, during and after
All games and practices. Team
suspensions and fines will be
Handed out for cost or repairs and/or clean-up
SUSPENSION CHART
If
a player is on more than 1 team, the suspensions apply’s only to the team of
the incident, except in the following:
